Yeongjong-gu to Conduct Resident Registration Fact-Check Survey From July 20, Starting With Contactless Survey via ‘Government24’ App

Yeongjong-gu District (Mayor Son Hwa-jeong) of Incheon will launch its 2026 resident registration fact-check survey of all residents on July 20. A contactless survey via the “Government24” mobile app will run first through Sept. 7, followed by door-to-door visits by neighborhood (tong) leaders and dong office officials from Sept. 8 to Nov. 9. The district announced the survey plan on July 20.

The resident registration fact-check survey is an annual survey conducted under the Resident Registration Act and its enforcement decree to verify whether residents’ registered addresses match where they actually live. As the results serve as base data for a range of administrative services, including welfare and disaster management, the accuracy of the statistics is directly tied to the quality of the administrative services residents receive.

This year’s survey features notable improvements for residents’ convenience. To ease the burden of door-to-door visits amid the late-summer heat and boost participation, the district pushed back the end date of the contactless survey from Aug. 31 last year to Sept. 7 this year, and enhanced accessibility by creating a new dedicated page within the Government24 mobile app.

For the contactless survey, those subject to the survey can take part by accessing the Government24 mobile app at their registered address, and one household member may respond on behalf of the household. However, because a private mapping system (T-MAP) is used to verify precise GPS locations, participation via PC is not possible; participants must update the smartphone app to the latest version and be sure to allow location permissions.

Door-to-door visits will cover households that did not take part in the contactless survey as well as households subject to priority inspection. Even those who completed the contactless survey must respond to a visit if they fall under the priority inspection category. Priority inspection targets are households that include: people aged 100 or older; people unaccounted for at their registered address for five years or more; suspected deaths; high-risk households in welfare crisis; and children with long-term unexcused absences or school-age children not enrolled in school.

In particular, survey results for high-risk households among those flagged for welfare crisis identification will be shared with the Ministry of Health and Welfare. Going beyond simple statistical verification, the survey serves as the starting point of a welfare safety net that uncovers welfare blind spots and provides swift support to households in crisis.

If actual residence cannot be confirmed during a tong leader’s visit, or if resident registration details differ from the facts, the official in charge conducts an additional fact-check. If a correction is deemed necessary, the case is processed ex officio after a formal notice to correct the address and a public announcement procedure. Residents who have put off reporting for fear of fines for late reporting can have their fines reduced if they voluntarily report within the survey period.

Mayor Son Hwa-jeong said, “The resident registration fact-check survey is an essential survey for providing efficient administrative services based on accurate administrative information,” adding, “We ask for residents’ active participation and cooperation so that the 2026 resident registration fact-check survey, which begins on July 20, can proceed smoothly.”
