Incheon (Mayor Park Chan-dae) has been selected as an outstanding institution in the Ministry of the Interior and Safety’s 2026 comprehensive evaluation of local governments’ proactive administration, earning a Prime Minister’s Award. The achievement marks the top ranking among metropolitan cities out of 243 local governments nationwide, as well as a second consecutive year of being named an outstanding institution.

Incheon (Mayor Park Chan-dae) announced that it received a Prime Minister’s Award after being selected as an outstanding institution in the 2026 Local Government Proactive Administration Comprehensive Evaluation, organized by the Ministry of the Interior and Safety, at the 6th Proactive Administration Merit Awards ceremony held on August 3 at the Government Complex Sejong.
The evaluation comprehensively assessed all 243 local governments nationwide on their establishment of proactive administration systems, operation of related policies, creation of results, and the discovery and dissemination of best practices. Incheon was named an outstanding institution for the second year in a row and earned the highest assessment among all metropolitan cities.
Proactive administration refers to a way of governing in which public officials do not stop at a passive interpretation of regulations but instead address problems preemptively from the citizens’ point of view. In everyday administration such as welfare, permits and civil complaints, the more firmly the attitude of first seeking a ‘way to make it work’ rather than saying ‘it cannot be done’ takes hold, the more the inconvenience and waiting times experienced by citizens are reduced. The result is significant in that it offers external confirmation of how deeply such change has taken root within Incheon’s public sector.
Based on the leadership’s commitment, the city has systematically carried out its proactive administration action plans. It earned high marks across the board in particular, including the operation of a proactive administration committee, the promotion of prior consultation, the selection of outstanding public officials and the provision of incentives, and the discovery and dissemination of best practices. Its steady pursuit of policies to expand administrative services that citizens can feel through creative and preemptive administration, and to spread a culture of proactive administration throughout the public sector, also contributed to the favorable assessment.
In the qualitative evaluation involving private-sector experts and a citizen review panel, every item received an ‘excellent’ grade. In the outstanding proactive administration case category of the quantitative evaluation, the city’s performance was likewise recognized, and Seong Si-yun, an official in the Urban Planning Division who led the relevant project, was selected as a proactive administration honoree and received the Order of Service Merit together with the city.
On Yun-hui, Incheon’s Director of People’s Livelihood Planning, said, 「This award is an achievement built together by every public servant who has worked to solve problems proactively from the citizens’ standpoint and to provide better administrative services,」 adding, 「We will continue to pursue proactive administration to create changes that citizens can feel and to realize an administration worthy of their trust.」
Going forward, Incheon plans to expand its discovery of outstanding proactive administration cases and its preferential treatment of exemplary officials, and to broaden a public-service culture of working creatively and proactively through measures such as operating systems to protect and support proactive administration, thereby further strengthening citizen-centered proactive administration.
