Gangseo-gu Mayor Jin Kyo-hoon invited families raising children with disabilities to the water playground at the Seoul Water Reclamation Experience Center on August 3 for a “Cool~Ha Day” event, offering respite from the summer heat. About 80 people, including children with disabilities and their parents, attended and cooled off together in the water. The district said the event was designed to ensure families of children with disabilities are not left out of summer leisure activities, and that community donations added to its significance.

For many families with children with disabilities, concerns over mobility and safety make it difficult to use public summer leisure facilities such as water parks. For parents who must keep a close eye on their children’s safety, simply using crowded public water facilities can itself be a burden. As a result, it is reported that no small number of families have struggled to find opportunities to enjoy water play with their children even during school vacations. Gangseo-gu said the event was organized, in part, to help ease these practical difficulties, even if only a little.

Mayor Jin moved around the venue, making eye contact with the children and greeting them, mingling with the crowd without formality. Before the water play began in earnest, he personally led warm-up exercises to help the children play safely without getting hurt. It is reported that the sight of a district administrator engaging with the children at their level, rather than offering only formal greetings, was well received among the parents in attendance.
The event also drew voluntary support from the community. The Seoul Water Reclamation Center, sympathizing with the event’s purpose, provided the water playground venue and donated towels, while the Woori Bank Gangseo-gu Office branch donated about 2 million won worth of goods, including boxed lunches and parasols, and the Domino’s Pizza Deungchon-Gayang branch contributed 40 pizzas, adding to the occasion’s meaning. With public institutions and local businesses pooling their efforts, the single-day event came together through the cooperation of multiple parties, drawing attention as an example of sharing built jointly by the public and private sectors.
“We organized this event so children could safely enjoy the water and cool off from the heat,” Mayor Jin said. “Although the event lasts only a day, we will do our best to make every day special for children with disabilities.” Brief as the remark was, it is interpreted as a pledge to extend sustained attention to families of children with disabilities beyond this single-day event.
Gangseo-gu plans to continue closely monitoring the everyday difficulties faced by children with disabilities and their families, and to keep expanding related support so they are not left out within the community. Some observers note that sustained community interest and participation are needed if summer events for vulnerable groups are not to remain one-off occurrences. The fact that private businesses, including a bank branch and local food and beverage shops, joined public institutions in supporting this event is also seen as noteworthy in that context.
