Land Ministry to Launch ‘Youth Policy Mileage’ in July… Expanding Beyond Housing to Transport, Cities and Construction

Mileage awarded to divisions that reflect young people's input… outstanding divisions to be rewarded at year-end

Posted Article No. 54376

The Ministry of Land, Infrastructure and Transport will introduce a ‘Youth Policy Mileage’ program in July, granting mileage points to divisions that actively incorporate young people’s views into their policies. The aim is to broaden youth policy—long concentrated on housing—across all areas of land, infrastructure and transport, including transportation, urban affairs and construction, thereby expanding young people’s participation in policymaking.

The Ministry of Land, Infrastructure and Transport (Minister Kim Yoon-deok) announced that it will implement a ‘Youth Policy Mileage’ program starting in July, awarding mileage to divisions that develop policies reflecting the perspectives of young people.

Under the program, mileage is granted to divisions based on an evaluation of their efforts to develop policies and new projects targeting young people, their record of communication and outreach with young people, and young people’s sense of impact and satisfaction.

Until now, the ministry’s youth policies have been concentrated mainly on housing, such as youth rent support and the supply of housing tailored to young people. Through this program, the ministry plans to broadly expand the scope of youth policy to all areas of land, infrastructure and transport—including land and urban affairs, SOC construction, and transportation and logistics—and to significantly widen young people’s participation.

Specifically, mileage will be awarded to divisions that actively communicate with young people through channels such as the 2030 Youth Advisory Group or online panels, or that develop new policies and institutional improvements reflecting a youthful perspective. At the end of the year, the ministry plans to comprehensively assess accumulated performance along with young people’s sense of impact and satisfaction to select and reward outstanding divisions.

The introduction of the program is expected to increase the number of tangible policies reflecting young people’s needs across diverse fields—not only housing but also transportation, cities and construction. It is significant in that, when young people’s voices are reflected from the policy design stage, policies that they can actually feel in their daily lives can be expanded.

Kim Heon-jeong, Director-General of the Planning and Coordination Office at the ministry, said the Youth Policy Mileage program is a meaningful attempt to naturally weave a youthful perspective into all of the ministry’s policies. He added that the ministry will incorporate the vivid voices of young people from the very planning stage of every policy, so as to realize effective land, infrastructure and transport policies that young people can clearly feel and relate to in their everyday lives.
