The Incheon Metropolitan Government (Mayor Park Chan-dae) held the ‘Children’s Participation Committee 3rd-Term Achievement Sharing Session and 4th-Term Inauguration Ceremony’ at the main conference hall of Incheon City Hall on August 8, wrapping up the third term while officially launching the fourth-term committee. The channel through which children act as policy proposers themselves and reflect their own voices in city administration will now carry over into a new term.

The event was arranged to look back on the achievements of the third-term members, to recognize their efforts, and to announce the launch of the newly beginning fourth-term committee. By holding the achievement sharing session, the completion ceremony, and the inauguration ceremony together in a single setting, the transition between terms was brought to a close.
At the achievement sharing session, major activities carried out by the third-term members—such as tours of cultural facilities under the city’s jurisdiction, a joint city-district achievement sharing session, and a children’s rights talk concert—were revisited through video. In particular, the members presented, by subcommittee, policy proposals for children with migrant backgrounds and children with disabilities, developed on the basis of the six fundamental rights of the child. This shows that the Children’s Participation Committee has moved beyond mere hands-on activities to a stage where it independently draws up concrete policy alternatives for peers in need of social consideration. Members whose activities were particularly outstanding were given commendations.
At the completion ceremony that followed, certificates of completion were presented to the third-term members, formally concluding their activities. At the fourth-term inauguration ceremony held in the same venue, letters of appointment were conferred, announcing to all the full-fledged start of the new committee’s activities.
The Children’s Participation Committee is a system designed to ensure that children do not remain mere subjects of city administration but take part as agents who propose policy, and it is significant in that proposals drawn from a child’s perspective can be reflected in actual policy. Kim Kyung-sun, Director-General of the city’s Women and Family Bureau, said, ‘The Children’s Participation Committee is a precious channel through which children take part directly as policy proposers and reflect their own voices in city administration,’ adding, ‘We look forward to a variety of policy proposals reflecting children’s perspectives continuing into the fourth term as well.’
