Incheon Completes Seawater Desalination Plant on Uldo Island in Ongjin-gun, Easing Water Worries in Island Communities

Producing 80㎥ of Fresh Water Daily for Stable Supply Through Droughts and Dry Seasons; Full Operation Set for November

Posted Article No. 54804

The Incheon Metropolitan Waterworks Authority has completed a seawater desalination plant capable of producing 80 cubic meters of fresh water per day on Uldo Island in Deokjeok-myeon, Ongjin-gun. The island village, which had relied on groundwater as its sole water source, now has the foundation to secure a stable supply of drinking water even during droughts and dry seasons.

The Incheon Metropolitan Waterworks Authority (Mayor Park Chan-dae) announced on the 11th that it had held a completion ceremony for the seawater desalination plant on Uldo Island in Deokjeok-myeon, Ongjin-gun. The completion marks a fundamental change in the water supply method for an island region that had until now depended solely on groundwater.

Uldo Island had received its water through an individual supply system based on two groundwater intake wells and a water tank installed in 2009. However, reliance on groundwater as a single source raised concerns that a drought could disrupt the supply of drinking water not only for residents but also for tourists visiting the island. Given its geographic nature as an island, transporting water from the mainland is difficult, and once a supply route is cut off, arranging an alternative is far from easy.

In response, the city of Incheon pursued the construction of the Uldo seawater desalination plant to diversify its water sources and ensure a stable supply even during droughts and dry seasons. The project took its first step in December 2021 with the establishment of a plan to develop drinking water sources for the island regions of Baegado, Jido, and Uldo in Deokjeok-myeon, and began in earnest in November 2022. Basic and detailed design services were completed in November 2024, after which construction commenced. Following a process of gathering opinions, including resident briefing sessions, the facility construction was completed this past June.

A total project cost of 3.552 billion won was invested in the Uldo seawater desalination plant. Of this, 2.486 billion won came from state funds and 1.066 billion won from city funds. The facility comprises one seawater desalination plant producing 80 cubic meters of fresh water per day, three intake facilities, one building with a total floor area of 125 square meters, and solar power facilities, among others. Notably, the solar power facilities were installed together to reduce the energy burden of the operating process.

At the completion ceremony, the Waterworks Authority directly listened to the inconveniences and difficulties island residents face regarding water supply. To ensure stable operation of the facility, it plans to carry out related administrative procedures by October, conduct a trial run, and begin full operation in November.

On Yun-hui, head of the Incheon Metropolitan Waterworks Authority, said, ‘With the completion of this seawater desalination plant, the Uldo region, which had depended on groundwater, now has the foundation to secure a stable supply of drinking water even during droughts and dry seasons.’ She added, ‘We will continue to listen to the voices of residents and do our utmost to improve water welfare in island regions.’
