The Incheon Metropolitan Government is undertaking a cadastral re-survey covering 13 districts across eight autonomous districts, including the Songhyeon 4 district in Jemulpo-gu. The measure aims to digitally correct outdated paper cadastral maps created during the Japanese colonial period, eliminating boundary disputes and safeguarding citizens’ property rights.

The Incheon Metropolitan Government (Mayor Park Chan-dae) held the Second Incheon Metropolitan Cadastral Re-Survey Committee meeting of 2026 on August 11 to deliberate on the designation of 13 cadastral re-survey districts, including the Songhyeon 4 district in Jemulpo-gu.

The districts under review span eight autonomous districts — Jemulpo-gu, Yeongjong-gu, Michuhol-gu, Yeonsu-gu, Bupyeong-gu, Gyeyang-gu, Seohae-gu and Geomdan-gu — totaling 13 districts with 1,236 parcels covering roughly 850,000㎡. A total budget of 340 million won will be invested in the project, combining 320 million won in national funds and 20 million won in local funds.

The cadastral re-survey is a national project that uses the latest surveying technology to digitize paper cadastral maps drawn up with outdated methods during the Japanese colonial period. Its purpose is to correct registered boundaries that do not match actual land use, thereby resolving boundary disputes and protecting citizens’ property rights. In effect, it fundamentally addresses problems in which walls or buildings deviate from actual boundaries and become a source of disputes between neighbors.

Notably, this round includes a large number of old downtown areas. The city expects that reorganizing irregular land boundaries will not only enhance the value of land use but also contribute to revitalizing old downtown areas and promoting balanced regional development by improving the living environment and strengthening regional competitiveness. For residents, tangible changes in everyday life will follow, such as the resolution of long-neglected landlocked plots and the regularization of land shapes into neat forms.

The main target sites are 13 districts: Songhyeon 4 and Manseok 8 in Jemulpo-gu; Madanggae 1 in Yeongjong-gu; Dohwa 5 in Michuhol-gu; Ongnyeon 1, Ongnyeon 2, Cheonghak 1 and Cheonghak 2 in Yeonsu-gu; Bugae 2 and Bugae 3 in Bupyeong-gu; Jakjeon 290-66 in Gyeyang-gu; Seongnam 1 in Seohae-gu; and Oryu 4 in Geomdan-gu.

Earlier, at the first committee meeting in March, the city approved the designation of eight districts, including Ganghwa-gun, comprising 1,550 parcels (about 1.16 million㎡). With this second deliberation, the city plans to further expand the project sites and press ahead with the cadastral re-survey without setbacks.

Once the district designations are confirmed, the project will be managed through December of this year, following cadastral re-survey measurements and boundary consultations among landowners. After the resolution, procedures such as public notice of district designation, notification to the counties and districts, and reporting to the Ministry of Land, Infrastructure and Transport will be carried out in sequence.

Lee Won-ju, director-general of the city’s Urban Planning Bureau, said, ‘The cadastral re-survey is an important project that corrects land boundaries to match actual usage, protecting citizens’ property rights and improving the efficiency of land use.’ He added, ‘In particular, we will do our utmost to advance the project so that citizens can feel tangible results, such as the regularization of land and the resolution of landlocked plots, by reorganizing the irregular land boundaries of old downtown areas.’
