After more than 20 years off-limits to the public, Piers 1 and 8 of Incheon Inner Port are set to be transformed into a marine-culture space where the sea and parkland come together. The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that the implementation plan for the redevelopment of Incheon Inner Port Piers 1 and 8 was approved on August 20.

This approval marks the first gateway of the ‘Jemunbu Project’ (Jemulpo, Munhak and Bupyeong), which aims to bring about a sweeping transformation of Incheon’s old downtown. With the final administrative procedure required for the start of construction now complete, the city plans to begin full-scale construction late this year.
The project calls for investing a total of 637.2 billion won by 2029 to create a 436,000-square-meter marine-culture district. In detail, it will include 70,000㎡ of cultural-complex land, 60,000㎡ of tourism land, 160,000㎡ of parkland and 50,000㎡ of roads.
The redevelopment of Piers 1 and 8 has followed a far-from-smooth path. Discussions began with a petition to the National Assembly in 2007, and the project was pursued after being reflected in the first revised master plan for port redevelopment in 2012. However, low participation by private developers and even the withdrawal of public agencies left it without progress for the past 20 years. The city stepped in as a joint project operator alongside Incheon Port Authority and Incheon Urban Corporation, and, after close cooperation with the Ministry of Oceans and Fisheries and other related agencies, finally achieved the implementation-plan approval.
Once construction begins, the security fences that have long blocked public access will be the first to come down. A waterfront park where citizens can relax at leisure and a history park capturing the story of the inner port will then be built, along with an ‘Inner Port Ocean-View Running Course’ where people can run while looking out over the sea. The city envisions developing the area into a signature waterfront tourist destination for Incheon.
The significance of this project goes beyond mere port maintenance. It means a seafront long cut off from citizens’ lives by logistics functions is returning as a space for everyday rest. As the sea that once existed only beyond the fences opens up to citizens, the old downtown is expected to gain new vitality and a greater sense of ease in daily life.
Incheon Mayor Park Chan-dae said, ‘With this implementation-plan approval, every foundation for beginning construction is now in place,’ adding, ‘Starting with the groundbreaking late this year, we will steadily push forward the Jemunbu Project to breathe new vitality into the old downtown.’
