The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that Vice Mayor for Global City and Political Affairs Nam Young-hee visited the National Assembly on August 20 to request that the city’s key state-funded projects be reflected in the 2027 government budget.

That day, Vice Mayor Nam visited all 14 local district lawmakers’ offices in the city, including the office of Lee Kwang-jae, chair of the Special Committee on Budget and Accounts, as well as the offices of lawmakers Maeng Sung-kyu, Jung Il-young, Roh Jong-myeon, Lee Hoon-ki and Mo Kyoung-jong. She explained the need to advance 12 of Incheon’s major state-funding requests, worth a total of 210.7 billion won, and asked for continued attention and cooperation so that the projects can be included in the government budget.

The proposed projects span everyday life and the wider local economy. The largest is a proposed increase in the state subsidy rate for local love gift certificates, at stake for 101.4 billion won, followed by 62.6 billion won requested to help settle Incheon’s administrative system reorganization. Also included were the conversion of metropolitan buses to a semi-public operating system under the Metropolitan Transportation Commission with state support (4.8 billion won), the redevelopment of Pier 1.8 at Incheon Port’s Inner Harbor (2.0 billion won), the creation of a quantum bio cluster (10.0 billion won), and the modernization of the electronic scoreboard at the Incheon Football Stadium (1.8 billion won).

Several industry and safety projects were also on the list. These included support for automotive cybersecurity certification and assessment to meet global regulations (4.0 billion won), the expansion of public wastewater treatment facilities at I-Food Park (7.4 billion won), a natural disaster risk improvement district project (Wanggil and Namdong No. 1 detention basin, 7.2 billion won), the establishment of the Incheon Marine and Fisheries Industry-Academia Promotion Institute (0.5 billion won), a future connected-car support project to respond to export regulations (3.0 billion won), and an artificial intelligence (AI)-based demonstration project to cut greenhouse gas emissions in the transport sector (6.0 billion won).

Because these projects are tied to issues residents feel directly in daily life, such as maintaining local currency discount benefits, easing public transport costs and repairing chronically flooded areas, the pace and scale of their implementation are expected to hinge on whether state funding is secured.

Vice Mayor for Global City and Political Affairs Nam Young-hee said, ‘As we enter the ninth popularly elected administration, securing state funding is essential for Incheon’s sustainable future growth,’ adding, ‘Until the government budget is finalized, we will actively respond to the reviews by the National Assembly’s standing committees and the Special Committee on Budget and Accounts, and do our utmost to ensure that projects residents can feel in their daily lives are carried out without disruption.’

The government plans to submit its 2027 budget bill to the National Assembly by September 3. After the bill is submitted, the city plans to coordinate strategically with local lawmakers in step with the National Assembly’s review process and pour all its efforts into securing state funding. In particular, from September the city intends to operate a state-funding situation room to closely monitor review trends in the National Assembly’s standing committees and budget committee, actively responding to ensure that key projects are reflected in the state budget.
