The Incheon Metropolitan City government and the Incheon Technopark have built the ‘Incheon ICT Complex,’ a hub dedicated to cultivating specialists in artificial intelligence and software (AI/SW), on the third floor of the Korea Teachers Credit Union Incheon Hall at 357 Baekbeom-ro, Namdong-gu, holding an opening ceremony at 4 p.m. on the 25th. As Incheon — long lagging behind other regions — gains a foundation for AI transformation (AX) education, the move opens a channel for local businesses and citizens to learn new digital technologies and apply them on industrial sites.

The Incheon Metropolitan City government (Mayor Park Chan-dae) and the Incheon Technopark announced that they built the ‘Incheon ICT Complex,’ the hub of the ICT Innovation Square expansion project, on the third floor of the Korea Teachers Credit Union Incheon Hall at 357 Baekbeom-ro, Namdong-gu, and held an opening ceremony at 4 p.m. on the 25th.
The ICT Innovation Square expansion project is supported by the Ministry of Science and ICT and the National IT Industry Promotion Agency (NIPA), and aims to train specialists in artificial intelligence and software. It is tasked with strengthening the competitiveness of regional industries through ‘AI transformation (AX),’ which integrates artificial intelligence technology across all industries.
Following a public call for proposals in 2020, the project first selected the Southeastern region (Busan, Ulsan and South Gyeongsang), the Northeastern region (Gangwon, North Gyeongsang and Daegu), the Honam region (Gwangju, North Jeolla, South Jeolla and Jeju) and the Chungcheong region (South Chungcheong, North Chungcheong and Sejong), which have since built and operated facilities in their respective areas. Incheon, whose participation came relatively late, secured 1.2 billion won in state funds last December after continued efforts, and added 300 million won in local funds for a total investment of 1.5 billion won. Work on the facility infrastructure began in earnest in March.
The Incheon ICT Innovation Square consists of the newly opened hub and two training sites established in Michuhol-gu and Namdong-gu. Inside the core hub, the ‘Incheon ICT Complex,’ are an AI transformation (AX) hands-on training room, an AI transformation open lab, an open lounge and a shared workbench, among other facilities.
Going forward, the site will host programs that citizens and businesses can directly experience, including special lectures to spread awareness of AI transformation centered on manufacturing, support for trainees to obtain certifications and licenses, practical AI transformation consulting, and digital new-technology education. By helping artificial intelligence spread beyond large corporations and research institutions to local manufacturing sites and small and medium-sized enterprises, the initiative is expected to offer meaningful learning opportunities to local workers facing a period of job transition.
The opening ceremony drew about 100 attendees, including Vice Mayor for Balanced Development Nam Young-hee, National Assembly member Lee Hun-ki and Namdong-gu Mayor Lee Byeong-rae, along with officials from the Ministry of Science and ICT, related agencies and citizens. For those who registered in advance, an expert seminar was also held under the theme ‘Work and Value Chains Redesigned by AI Agents.’
Incheon plans to prepare for full-scale operation next year based on the results of this year’s work. It intends to develop education programs that reflect the needs of learners and a range of local opinions.
Vice Mayor for Balanced Development Nam Young-hee said, ‘Starting with this opening ceremony, the Incheon ICT Innovation Square will become a key pillar driving the digital transformation of local industry by nurturing specialists in artificial intelligence and software,’ adding, ‘We will provide active support so that we can secure a growth engine for Incheon’s future industries and achieve innovative growth of the local economy.’
