The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it had completed the ‘Incheon Metropolitan Municipal Dementia Care Home,’ built in Galhyeon-dong, Gyeyang-gu (846 Dream-ro), and held a completion ceremony on the 27th. As Incheon’s first municipal dementia care home, it is significant in that it shifts dementia care — long heavily dependent on private facilities — toward a system in which the public sector takes direct responsibility.
About 150 people attended the ceremony, including Vice Mayor for Balanced Development Nam Young-hee, city and district council members, officials from senior welfare-related organizations, and local residents. Attendees celebrated the birth of Incheon’s first municipal dementia care home and toured the facility.
The care home was pursued in line with the central government’s ‘national responsibility for dementia’ policy. Built at a total project cost of 21.3 billion won, it spans a total floor area of 2,980.35 square meters, with one basement level and five above-ground floors, for a total of 96 beds. Inside, it is equipped with patient-tailored specialized facilities, including dedicated dementia care rooms, a physical therapy room, a sensory stimulation room, and program rooms.
Its most notable feature is the full adoption of a small-scale ‘unit-type spatial structure.’ Bedrooms and shared living rooms are grouped into single independent living units so that resident seniors can enjoy emotional stability in a home-like sense of comfort. The design encourages natural interaction among residents, while a tailored safety design has also been applied to reduce the hazards that can arise from wandering or sudden behavior by dementia patients.
Operation will be entrusted for the next five years to a social welfare corporation with specialized expertise through a consignment agreement. Based on its field experience, the entrusted institution plans to run a range of cognitive and physical recovery programs aimed at easing dementia symptoms and maintaining physical function.
The city will link the new facility organically with existing county and district dementia relief centers, day care centers, and Incheon’s First and Second Municipal Geriatric Dementia Hospitals. Through this, it expects the community’s seamless ‘integrated dementia care service network’ to be further strengthened. For families with a senior living with dementia, this amounts to establishing a public foundation that eases the burden of care and allows them to entrust their loved ones with peace of mind.
In her commemorative address, Vice Mayor for Balanced Development Nam Young-hee said, ‘The establishment of Incheon’s first municipal dementia care home is an important milestone that raises the quality of life for seniors with dementia and their families and elevates the public care system to a new level,’ adding, ‘By working closely with an expert entrusted institution, we will offer dignified daily life to seniors with dementia and a dependable circle of care where families can entrust their loved ones with peace of mind.’
