The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) announced on August 26 that it will establish the ‘Citizen Artificial Intelligence Service Innovation Task Force,’ which will directly design and develop AI-based public services, and will publicly recruit 26 private-sector experts to lead the service development. The aim is for the government to swiftly create and provide AI services that citizens can experience firsthand in their daily lives.

The task force will be established under the Ministry of Science and ICT based on Prime Minister’s Directive No. 948, the ‘Regulation on the Establishment and Operation of the Citizen Artificial Intelligence Service Innovation Task Force,’ which was issued and took effect on July 30. It is an organization designed to actively respond to the rapidly growing demand for AI-based public services and to swiftly develop and provide services that citizens can experience firsthand by utilizing artificial intelligence technology.

Examples of services to be developed by the task force include AI-powered services that improve the efficiency of administrative work, as well as services in which a public AI agent proactively identifies the public services a citizen needs, notifies them in advance, and even handles the application on their behalf. Given that public services, which have until now been operated primarily for administrative convenience, could shift toward a model in which users no longer have to seek them out first, they are expected to be of real help to residents who have struggled to access information.

The task force will be composed of a total of 61 members, and 26 of them, including the head of the task force, will be recruited from the private sector as fixed-term expert public officials. In particular, the ministry plans to appoint a head of the task force who is a private-sector expert with extensive hands-on experience in actual AI service development, so that this person can directly determine the planning and development direction of the services. The idea is to raise both development speed and quality at the same time. In addition, the task force will bring in, on secondment, local government officials who have completed the Ministry of the Interior and Safety’s ‘AI Champion Course’ to support the rapid and diverse development of AI services in the public sector. The AI Champion Course is an AI competency certification program for public officials that aims to identify and cultivate practical talent capable of automating tasks and implementing services using AI in the field of public administration.

AI-based services have the characteristic that data from multiple ministries, related institutions, and local governments must be linked together, and both technology and user needs change rapidly. Accordingly, the task force will operate both a policy council and a public-private council as channels for collaboration with relevant ministries and the private sector. Officials from relevant central administrative agencies and local governments will participate in the policy council to support inter-ministry cooperation, while through the public-private council the task force will gather the opinions of related industries, private-sector experts, and civic groups so that rapidly changing technological trends can be continuously reflected in policy.

This public recruitment targets a total of 26 experts across various fields, including the head of the task force and specialists in AI service planning and development. Applications will be accepted starting Wednesday, September 2, and the final successful candidates are scheduled to be announced in September after a document screening and interview process. Specific details such as the number of positions per field, qualification requirements, and working conditions can be found in the recruitment notice posted on the Ministry of Science and ICT website (www.msit.go.kr) and Narailteo (www.gojobs.go.kr). During the application period, the ministry will operate a dedicated recruitment inquiry channel by email (jechoi0401@korea.kr), and answers to frequently asked questions (FAQ) regarding job duties, terms of appointment, and working conditions will be posted on the ministry’s official blog (https://blog.naver.com/with_msip) at a later date.

Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon said, ‘If the past year was a time for laying the foundation for our leap toward becoming an AI powerhouse, now is the time to show results through services that citizens experience in their daily lives.’ He added, ‘Since the task force is a new attempt in which private-sector experts create and rapidly deliver AI-based services from within a government organization, we will provide seamless support so that a wide range of artificial intelligence services that citizens can truly experience can be delivered.’ The establishment of the task force is a follow-up measure to the national agenda of ‘realizing an AI foundation society to enhance citizens’ safety and universal quality of life,’ and demonstrates that the government is shifting the focus of its policy from fostering AI technology to services that directly reach citizens’ lives.
