Four units added to the existing four; applications open for one month from September 15

The City of Incheon is expanding its ‘Independence Preparation Housing’, operated to help people with mental illness settle into and live independently in the community, from four units to eight, and will begin recruiting new residents on September 15. The initiative aims to broaden a practical housing safety net for people with mental illness who are seeking to leave institutional care and rebuild everyday life within the community.

The City of Incheon (Mayor Park Chan-dae) announced that it is expanding its Independence Preparation Housing program to support people with mental illness in recovering their daily lives and achieving independence in the community, and that it will begin recruiting new residents on September 15.

Independence Preparation Housing is a housing support model that provides both living space and tailored self-reliance services for a set period, enabling people with mental illness who wish to live independently to leave institutional settings and settle stably into the community. It differs from conventional institution-centered support in that it goes beyond simply providing a place to live, encompassing housing management, daily living assistance, and connections to community resources.

This year the city secured four additional units on top of the existing four, raising the total operating capacity to eight units. The current recruitment is intended to select residents for the four newly prepared units.

Applicants must be residents of Incheon aged between 19 and under 70 as of the announcement date, and must be people with mental illness registered with a mental health-related institution who wish to live independently. The application period runs for one month, from September 15 to October 14.

Residents ultimately selected will be provided with living space for up to three years. In addition to support for housing costs such as rental deposits and rent, they will receive self-reliance services tailored to their individual circumstances, including regular monitoring visits, self-help group meetings, and links to peer-support activities.

Housing insecurity has long been cited as a major obstacle preventing people with mental illness from settling into the community. Given that combining stable housing with continuous care can reduce social isolation and re-hospitalization, this expansion carries the significance of providing those involved with both a ‘place to live’ and a ‘foundation for recovery’ at the same time.

The city expects that this expansion of Independence Preparation Housing and the recruitment of new residents will ease the social isolation of people with mental illness and strengthen the foundation for their independence within the community, while also helping to improve social awareness of mental illness.

Kim Min-jeong, Director-General of the city’s Health and Welfare Bureau, said, ‘Independence Preparation Housing is the most practical welfare support system for helping people with mental illness live as full and dignified members of the community.’ She added, ‘We will continue to strengthen tailored housing support services for users’ complete recovery of daily life and stable settlement, and will build a tightly woven community mental health safety net.’
