The Ministry of Science and ICT (Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon) announced on September 16 that it had jointly adopted the ‘Korea-Central Asia Future AI and Science-Technology Partnership Initiative’ with five Central Asian countries, establishing a foundation for cooperation in the fields of artificial intelligence (AI) and science and technology. This marks the first time Korea and Central Asia have adopted a multilateral cooperation document in these areas.

The initiative was arranged on the occasion of the ‘First Korea-Central Asia Summit.’ Ahead of it, on September 14, the Ministry of Science and ICT held the ‘Korea-Central Asia Future AI and Science-Technology Partnership Ministerial Meeting,’ where it jointly adopted a cooperation document with the ministries responsible for AI and science and technology in five countries — Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, and Uzbekistan (in alphabetical order) — and agreed to expand mutually beneficial cooperation.
Behind the cooperation lies the judgment that the demands and strengths of both sides align. To secure leadership in the global AI competition, Korea is pursuing the ‘Three Mega Projects,’ which concentrate investment in semiconductors, physical AI, and AI data centers, as well as the ‘Seven SEED Projects,’ which nurture advanced technologies as future growth engines. Central Asia, meanwhile, is advancing industrial diversification across manufacturing and services and modernizing its infrastructure, growing its national interest in AI and science and technology, while as a resource-rich region it holds critical minerals such as rare earths and enjoys the geographic advantage of sitting at the heart of Eurasia.
Through the initiative, both sides shared the recognition that AI and science and technology are key drivers of sustainable development and prosperity, and stood together on the potential of a ‘Global AI Basic Society’ in which AI realizes the fundamental rights of every individual.
In the field of AI, the parties will identify tasks for AI innovation in public services related to all aspects of citizens’ lives, strengthen capabilities to promote AI transformation in the industrial and public sectors, and work to close the AI divide across society while fostering an environment for AI utilization. In science and technology, centering on future climate technology, space, the energy transition, and the building of stable resource supply chains, they will nurture innovative talent through personnel exchange and carry out joint research that takes each country’s conditions into account.
Both sides agreed to share policies, institutions, and best practices so that the outcomes of cooperation lead to follow-up research, demonstration, and technology commercialization that create economic and industrial value, and to work together so that cooperation expands into diverse areas including industry and academia.
The document is significant in that it has laid the groundwork for innovation actors such as industry and academia to enter the Central Asian region and explore practical cooperation projects. From the citizens’ standpoint, the fruits of cooperation are anticipated in fields closely tied to everyday life and economic security, including AI innovation in public services, the cultivation of future talent, and the stability of resource supply chains.
Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon said, ‘On the occasion of this First Korea-Central Asia Summit, we have adopted the AI and Science-Technology Initiative and built a 〈Silk Road of the Future〉 that connects the strengths of Korea and Central Asia,’ adding, ‘We will do our utmost so that cooperation between the two regions leads to mutually beneficial shared growth, including AI and science-technology innovation and the building of key supply chains.’
