The Incheon Metropolitan Government (Mayor Park Chan-dae) will conduct on-site inspections of 14 major public facilities over five days from September 14 to 22 to prevent serious civic accidents this autumn. The measure aims to verify the safety of urban infrastructure that has weathered the summer heat waves and torrential rains, and to eliminate potential hazards in advance ahead of a period when facility use increases due to the Chuseok holiday and outdoor activities.

The Incheon Metropolitan Government announced that from Monday, September 14, to Tuesday, September 22, it will directly visit 14 public facilities closely tied to citizens’ daily lives — including bridges, fire station buildings, an agricultural products wholesale market, a research facility, public sewage treatment plants, public parking lots and sports facilities — to inspect their safety management. As the inspection targets facilities that citizens use in their everyday routines, it places emphasis on examining actual usage conditions rather than merely reviewing administrative paperwork.
Incheon carries out on-site inspections of facilities subject to serious civic accident regulations at least four times a year. Rather than simply checking for irregularities, the city sustains its safety management by analyzing hazards found in the field, taking corrective measures, and then verifying whether those measures have been implemented. This approach is distinguished from one-off inspections in that hazards are tracked and managed until they are completely resolved.
This round of inspections focuses in particular on confirming the structural safety of urban infrastructure that has endured the summer heat waves and torrential rains. As this coincides with a period when citizens’ movement and facility use rise due to autumn outdoor activities and the Chuseok holiday, the city plans to thoroughly examine usage conditions as well.
On the first day, September 14, Shim Yeon-sam, head of the city’s Citizen Safety Headquarters, will visit four bridges — including the Jangsu Overpass, Jangsu Bridge 2, and Dambang Bridges 1 and 2 — together with the responsible department, the facility management department, and experts. They will examine the main structural components of the bridges for irregularities such as cracks and damage, as well as the management condition of ancillary facilities such as railings and drainage systems, and will compare past inspection results and repair and reinforcement records to confirm the adequacy of safety management.
Next, on Tuesday, September 15, inspections will cover the Gongdan Fire Station and the Samsan Agricultural Products Wholesale Market Management Office, the living facilities closest to citizens, and on Thursday, September 17, the Fisheries Resources Research Institute and the Jindu Public Sewage Treatment Plant. On Monday, September 21, the Namhang and Unbuk offices (sewage treatment plants) and the Unseo Station public parking lot will be inspected, and on the final day, Tuesday, September 22, Seobu Bridge 1, Seobu Bridge 3 and the Samsan World Gymnasium will be inspected in turn, completing on-site inspections of all 14 sites.
Minor hazards found during the inspections will be corrected on the spot immediately. For structural defects requiring repair, reinforcement or budget allocation, the city will first carry out preemptive measures such as precise safety diagnoses and temporary safety steps, then establish improvement plans, and continuously verify whether improvements have been made so that hazards are managed until they are completely resolved.
Shim Yeon-sam, head of the city’s Citizen Safety Headquarters, said, ‘True safety begins not with cleaning up after an accident occurs, but with identifying and blocking invisible potential hazards in advance.’ He added, ‘As public facilities are directly linked to citizens’ daily lives, we will examine them carefully so that not even a minor defect is overlooked, strengthen preemptive, field-centered preventive administration, and do our utmost to create a safe urban environment in which all citizens can use public facilities with peace of mind.’
