Incheon Ramps Up Safety Inspections of Disaster-Prone Facilities Ahead of Chuseok Holiday

Intensive checks at 130 public-use facilities; two-shift emergency duty over the four-day holiday

Posted Article No. 58360

Ahead of the Chuseok holiday, the City of Incheon is launching advance safety inspections of social-disaster-prone areas, including multi-use facilities and clusters of small factories. The city says it will operate a two-shift emergency duty system throughout the holiday to respond seamlessly to fires and other disasters.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, ahead of the Chuseok holiday, it will conduct advance safety inspections of social-disaster-prone areas such as multi-use facilities and small-factory clusters, and operate an emergency duty system during the holiday so that residents can enjoy a safe holiday.

The measure is aimed at preventing fires and various other disaster accidents around the holiday, when the movement of people and the use of facilities are concentrated, and at eliminating any gaps in initial response should an accident occur. The city explained that it would resolve blind spots in safety by organically linking on-site inspections, preventive awareness campaigns, and holiday emergency duty.

First, through September 18, the city will carry out intensive safety inspections of 130 private multi-use buildings. The city, together with military and district authorities (gun and gu) and related agencies, will jointly conduct sample inspections at eight sites, while each district will inspect the remaining 122 sites on its own. The inspection items include the state of disaster-safety education and drills, whether crisis-situation manuals have been drawn up, the management of disaster-prone factors such as gas and electricity, and whether evacuation routes have been secured. Minor issues will be corrected on the spot, while items requiring time to repair will be placed under continued management after emergency and temporary measures.

Next, from September 16 to 21, fire safety inspections will be conducted at four small-factory clusters. Along with visual on-site checks, the city will carry out guidance activities using fire-prevention self-diagnosis checklists and leaflets on public safety guidelines. The aim is to strengthen the self-inspection capacity of small workplaces, which relatively lack safety-management personnel.

On September 16, a fire-safety prevention campaign for residents will be held around Bupyeong Samgeori Station and the Bupyeong Farm area. The city plans to distribute public fire-prevention action guidelines, safety checklists, and promotional items, and to focus on publicizing electrical-fire prevention rules and response guidelines.

For the four days from September 24 to 27, when the holiday begins, a two-shift emergency duty system will be in operation. If a disaster such as a fire or a water-main leak occurs, the situation will be shared quickly to enable an initial response, and in the event of a serious accident, the relevant departments and district authorities will immediately activate a cooperative system to prevent any response gaps.

Such inspections and the emergency duty system are significant in that they go beyond a mere listing of administrative achievements and lead to a living safety net that allows residents to actually spend the holiday with peace of mind. In particular, inspecting vulnerable facilities in advance during a period when family travel and facility use are concentrated is regarded as a key link in accident prevention.

Sim Yeon-sam, head of the city’s Citizen Safety Headquarters, said, ‘Ahead of the Chuseok holiday, we will thoroughly inspect the safety of multi-use facilities and factory clusters so that residents can enjoy the holiday with peace of mind, and we will also operate the holiday emergency response system without any gaps.’ He added, ‘We ask residents, too, to observe fire-prevention rules in daily life and to check the risk factors around them once more.’
