The Incheon Metropolitan Government (Mayor Park Chan-dae) is launching a prevention campaign and on-site safety inspections at small factory clusters that carry a high risk of fire ahead of the Chuseok holiday. The aim is to preemptively close the safety gap that can open up over the holiday, when halted factory operations and reduced management staffing may delay the initial response to a fire.

The city of Incheon said it will strengthen fire safety management by carrying out a fire prevention campaign at small factory clusters that face a high risk of fire during the Chuseok holiday and by removing hazards in advance through on-site safety inspections.
During holiday periods, factory operations often shut down and resident management staff dwindle, making it difficult in many cases to detect a fire early and respond even when one breaks out. Targeting this management gap, the city plans to inspect various hazards, including electrical facilities, in advance and to advise business operators to comply with safety rules.
Ahead of the inspections, the city held a fire prevention campaign around Bupyeong Samgeori Station and the Bupyeong Farm area on Sept. 16, with about 20 participants including city and district officials. The campaign emphasized that leaving electrical devices and outlets unattended for long periods during the holiday raises the risk of fire from short circuits or overheating, and it focused on promoting easily practicable electrical fire prevention rules for workplaces, such as refraining from octopus-style multi-outlet use and cutting off power to unused electrical devices.
Following the campaign, fire safety inspections are being conducted from Sept. 16 to 21 at four small factory clusters. The inspection sites are Bupyeong Farm in Namdong-gu, Cheongcheon Farm in Bupyeong-gu, Wanggil-dong in Geomdan-gu, and Sawol Village in Geomdan-gu.
These areas are densely packed with small factories and contain many fire-vulnerable sandwich-panel structures, and the narrow distances between factories raise concerns that a fire at one site could quickly spread to neighboring factories. In some areas, difficult access for fire trucks and limited firefighting water supplies have been cited as factors that could lead to a large-scale fire.
The inspections are being carried out by city and district officials visiting the sites in person. Key inspection items include whether firefighting equipment such as extinguishers is in place and working properly, whether aged or damaged wiring and octopus-style outlets are in use, whether combustibles are piled up near electrical facilities, the state of separation and storage of flammable materials such as paint and oil, and whether safety measures are implemented during hot work such as welding and cutting. The inspections are accompanied by guidance on fire prevention safety rules for business operators.
For small business owners and workers in these clusters, the inspections serve as a safety net that removes fire hazards easily overlooked during the holiday in advance. The city said it will continue prevention-focused fire safety management, using this campaign and inspection as an opportunity to keep identifying and improving hazards in fire-vulnerable areas.
Sim Yeon-sam, head of Incheon’s Citizen Safety Headquarters, said, ‘During the Chuseok holiday, workplace closures and reduced management staff mean the initial response to a fire can be delayed, so finding and removing hazards in advance is more important than anything else.’ He added, ‘We will do our best to protect the safety of residents and workers by strengthening on-site safety management, especially at fire-vulnerable small factory clusters.’
