Yeonsu-gu District (Mayor Lee Jae-ho) in Incheon is expanding its personal mobility (PM) no-return zones, or “penalty zones,” from 21 to 50 to reduce inconvenience to residents caused by shared e-scooters left on the streets. The district said on the 6th that it has newly designated 29 locations, focusing on areas with heavy pedestrian traffic and frequent unauthorized parking.

A penalty zone is an area where users of shared personal mobility devices are barred from returning the device after ending a ride. In these zones, returns are either restricted or users are charged an additional fee, which helps deter people from leaving devices wherever they please.
During its pilot operation of the 21 zones, the district confirmed a decline in improperly parked devices. Based on this, it selected the new sites by reflecting resident requests and the results of field surveys, expanding the total to 50.
Shared e-scooters left on sidewalks have long been cited as a daily nuisance, obstructing the passage of pedestrians, wheelchair users and residents pushing strollers. The expansion is significant in that it extends a system whose effectiveness was verified in the pilot program to locations where residents have requested it, in an effort to improve the pedestrian environment.
“The expansion of no-return zones is a measure to ensure pedestrian safety and reduce the problem of indiscriminately abandoned personal mobility devices,” Mayor Lee Jae-ho said. “I ask users to join in establishing proper usage practices, such as by using the designated parking areas.”
The district believes that, since the aim of the measure is to establish a proper culture of use, the system will be more effective if users also participate voluntarily, such as by returning devices to designated parking areas.
