Seoul’s Gangseo-gu (District Mayor Jin Kyo-hoon) is moving to accelerate the long-stalled redevelopment of the former CJ plant site in Gayang-dong. On the 22nd, Seoul’s Urban Planning and Architecture Co-Committee approved, with revisions, the “Gayang-dong CJ Plant Site District Unit Plan Amendment,” clearing the way for part of the site originally slated mainly for a knowledge industry center to be redeveloped instead as roughly 960 units of apartment housing. Observers say the decision marks a turning point for what is envisioned as a flagship mixed-use complex in southwestern Seoul, combining industrial, residential, and community functions.

The former CJ plant site in Gayang-dong is a large tract of idle land that has sat largely unused since the factory that once anchored local industry relocated. Located near Yangcheonhyanggyo Station on Seoul Subway Line 9 and the Magok industrial complex, the site has long been regarded as a key hub for development in southwestern Seoul. It was designated a district unit planning zone in 2012, and in 2022 a development plan centered on a knowledge industry center along with business and retail facilities was finalized, with construction beginning in March of last year. However, the project was delayed for an extended period amid a downturn in the real estate market and shifting market conditions, fueling concern both locally and beyond. With the large site left largely without construction activity for years, many nearby residents voiced frustration over the stalled progress.
Against this backdrop, Gangseo-gu received a proposal from the project developer last October to amend the district unit plan and convert part of the industrial site into apartment housing, and began reviewing it. Since then, through deliberation by the Urban Planning and Architecture Co-Committee and consultations with experts, the district has continued refining the plan — improving building designs that harmonize with the surrounding area, ensuring safe and comfortable pedestrian environments, and strengthening links to public spaces — culminating in this week’s revised approval. The fact that a mixed-use development balancing residential and convenience functions with continued industrial use is now possible within Seoul’s semi-industrial zoning is seen as the result of repeated coordination between Gangseo-gu and the Seoul Metropolitan Government.
Under the revised plan, part of the site originally designated for the knowledge industry center will be converted into roughly 960 units of apartment housing, while the rest of the site will proceed as originally planned with the knowledge industry center and business and retail facilities. A notable addition is a newly incorporated “Senior Vitality Charging Station and Youth Facility,” spanning about 1,980 square meters across one basement level and six stories above ground. Designed with the area’s relatively high share of young people and senior citizens in mind, the facility is expected to serve as a space where different generations can mingle and meet everyday needs. Beyond simply adding housing, the facility is drawing local interest as a space intended to broaden points of contact between generations.

Gangseo-gu District Mayor Jin Kyo-hoon said, “The Gayang-dong site is a future growth hub for Gangseo-gu and a space of great interest to residents. Following this deliberation, we will do our utmost to ensure it becomes a flagship mixed-use complex in southwestern Seoul where industry, housing, and daily life coexist in harmony.”
With the long-idle site now set on a course toward mixed-use development, attention locally is turning to whether the once-stalled project can be effectively restarted. Still, some observers note that further procedures — including detailed design, follow-up permitting, and adjustments to the construction schedule — remain ahead, and that the process bears watching going forward.
