Nam Young-hee, Global Political Vice Mayor of Incheon, carried out two rounds of on-site inspections in preparation for the heat wave on July 31 and August 6, stepping up efforts to protect groups vulnerable to disasters. The inspections were arranged to check how the city’s 2026 comprehensive heat wave response plan is being carried out on the ground, at a time when record heat has caused a sharp rise in heat-related illnesses.

The Incheon Metropolitan Government is operating a field-centered response system, judging that a heat wave is above all a disaster where prevention matters most. Vice Mayor Nam Young-hee’s two visits focused on seeing firsthand how heat shelters are being run and how the health of vulnerable elderly residents is being managed.
On July 31, Vice Mayor Nam visited Seochang Eoul Madang in Namdong-gu, which has been designated as a heat shelter, to inspect its rest areas and cooling conditions and to hear about inconveniences experienced by local residents using the facility. Seochang Eoul Madang is a multipurpose complex that houses a sports center, a community culture center, a small library, a health and living support center, and a dementia care center. Vice Mayor Nam reviewed the operating status of each facility and checked for any shortcomings. In particular, she carefully listened to the concerns of elderly residents using sports facilities such as the swimming pool and promised improvements.
On August 6, she made successive visits to the Yonghyeon 3-dong Administrative Welfare Center and the branch senior center in Yonghyeon 5-dong, both in Michuhol-gu. The Yonghyeon 3-dong Administrative Welfare Center, which opened this past March, spans one basement level and four above-ground floors, with a residents’ lounge on the third floor designated and operated as a heat shelter. Vice Mayor Nam inspected the rest area there and urged residents to refrain from outdoor activities whenever a heat wave alert is issued.
At the Yonghyeon 5-dong senior center, she spoke with elderly residents and checked on their wellbeing. Vice Mayor Nam asked facility officials to do their utmost in safety management, including regularly checking the health of vulnerable seniors such as those living alone. The point is that even in facilities equipped with cooling appliances, seniors living alone find it hard to recognize danger on their own, making community-based care the key to responding to heat waves.
Global Political Vice Mayor Nam Young-hee said, ‘Because a heat wave is a disaster where prevention matters most, we will make sure there are no gaps in operating heat shelters and protecting vulnerable groups so that elderly residents can spend the summer safely and comfortably.’ She added, ‘We will continue to gather voices from the field and do our best in responding to the heat wave, putting citizens’ safety first.’
Meanwhile, the Incheon Metropolitan Government plans to keep pushing a range of heat wave measures through September 30, including publicizing heat wave action guidelines, designating and operating heat shelters and heat-safe lodging, running parasol rental stations, providing customized management for vulnerable groups, and deploying road-watering trucks. The significance of these inspections is understood to lie in verifying whether such measures work in the actual field rather than remaining only on paper.
