Land Ministry and Incheon City Launch Probe into Songdo Apartment Balcony Collapse

Ten-expert accident investigation panel formed; detailed inquiry to run three months from Aug. 21

Posted Article No. 55809

The Incheon Metropolitan Government, jointly with the Ministry of Land, Infrastructure and Transport, has formed a facility accident investigation committee to determine the cause of the Aug. 7 collapse of a protruding balcony at a Songdo apartment complex, and will begin a full-scale inquiry on Aug. 21. The central aim is to swiftly ease the anxieties of residents shaken by the collapse.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, in connection with the collapse of a protruding balcony at a Songdo apartment complex, it formed a Facility Accident Investigation Committee (hereinafter the committee) jointly with the Ministry of Land, Infrastructure and Transport on Aug. 19, and will launch its inquiry on Aug. 21.

The accident occurred on Aug. 7 when a protruding balcony at a Songdo apartment building gave way. Because the balcony is a protruding structure that juts out from the building’s exterior wall, concerns about safety have been spreading among residents of other complexes with the same type of structure. The formation of the committee is a measure to determine the cause of the accident objectively and fairly, to ease such anxieties early on, and to devise effective measures to prevent a recurrence.

The committee is jointly formed and operated by the Ministry of Land, Infrastructure and Transport and the Incheon Metropolitan Government. It comprises 10 experts across fields including building structures, building construction and law, and is chaired by Hong Kun-ho, a professor at Hoseo University and a specialist in building structures who serves as president of the Korea Concrete Institute.

The committee will operate for about three months, from Aug. 21 to Nov. 20, 2026. Its term may be extended if necessary depending on the progress of the investigation.

Starting with a kickoff meeting, the committee will proceed to on-site inspections and a detailed analysis of the cause. During the inquiry, it plans to focus intently on the entire construction process — including design, construction, supervision and permits — in an all-out effort to pinpoint the cause. By verifying the whole construction process rather than confining the review to any single stage, the committee is expected to identify structural and procedural problems on a broad scale.

Lee Won-ju, director general of the city’s Urban Planning Bureau, said, ‘We take gravely the great anxiety and concern that residents are experiencing due to the protruding balcony collapse,’ adding, ‘We will conduct the entire investigation objectively and thoroughly to determine the exact cause of the accident, and we will devise effective safety measures for similar protruding structures as well.’

The safety measures to be drawn up based on the investigation’s findings are expected to have a direct impact not only on the complex involved in this accident but also on the safety management of other multi-unit housing with similar protruding structures.
