The Financial Services Commission, the Korea Inclusive Finance Agency and other related institutions will begin accepting applications for the second enrollment window of the Youth Future Savings program on October 7, as part of efforts to broaden opportunities for young people to build assets. This round additionally offers holders of the Youth Leap Account a chance to switch over to the Youth Future Savings program.

Youth Future Savings is a product in which participants may freely deposit between a minimum of 1,000 won and a maximum of 500,000 won each month over three years. The government then matches a set proportion of the deposits as a contribution and adds a tax exemption on interest income. Because government support is layered on top of the monthly deposits and no tax is levied on the interest, the program is significant as a practical channel for asset building at a time when young people with insufficient income find it difficult to accumulate a lump sum.
Eligibility is open to youth aged 19 to 34. For this enrollment period, those born between November 17, 1991, and November 27, 2007, may apply. This is based on the criterion, under the Restriction of Special Taxation Act and its enforcement rules, that an applicant must be between the ages of 19 and 34 during the account-opening period (November 16 to 27, 2026). For those who have completed military service, the period of service (up to six years) is not counted when calculating age. For example, a person who is currently 35 and served two years of military duty is assessed as 33, with the two years deducted.

The income requirements are the same as in the first round. Eligible applicants are those with a total salary of 75 million won or less, or small business owners with annual sales of 300 million won or less, whose household income is at or below 200 percent of the median. To ensure accuracy, the income review is based on the income finalized by the National Tax Service for the immediately preceding year, 2025. Even a small business owner whose annual sales exceed 300 million won may enroll as a general income earner if their comprehensive income is 63 million won or less, in which case they must be operating a business as of the application date. Employees of small and medium-sized enterprises, new hires and small business owners who meet certain requirements may enroll under the preferential type.
The second application window runs from October 7 to 16. On October 7 and 8, an odd-even system applies based on the last digit of the applicant’s birth year, and from October 12 to 16 anyone may apply regardless of birth year. The enrollment review takes place from October 19 to November 13, with results communicated individually to applicants. Youth who pass the review may open accounts from November 16 to 27 at participating institutions, including IBK, Nonghyup, Shinhan, Woori, Hana, KB, iM, Busan, Kyongnam, Gwangju, Jeonbuk, Suhyup, Kakao and the Korea Post. However, the internal review schedule may vary somewhat depending on the number of applicants and the progress of processing.

In this second round, an additional opportunity has been created for existing Youth Leap Account holders to switch over to Youth Future Savings. The measure takes into account continued requests for additional access from young people who missed the switchover period. In an online survey of 1,245 Youth Leap Account holders conducted from August 28 to 31, 2026, 667 respondents, or 54 percent, indicated a willingness to switch. Youth who wish to switch should first complete the Youth Future Savings application and review process and receive notification of eligibility, then open a Youth Future Savings account, and finally apply for a special early termination of the Youth Leap Account for the purpose of enrolling in Youth Future Savings. Detailed procedures will be communicated individually to eligible participants at a later date.
The related institutions are also revising the review system to address the inconveniences with enrollment reviews that emerged during the first round. For the preferential-type review for SME employees, applicants will be asked to indicate directly at the application stage whether they are employed at an SME, and a mutual verification system will be established that cross-checks this against the review results of the Korea Inclusive Finance Agency, which draws on information such as KoDATA (Korea Data) data, thereby improving accuracy. In addition, preliminary review results will be given to applicants in advance before the final review results are confirmed, and if an applicant’s chosen enrollment type differs from the preliminary review result, they will be given ample opportunity to review this and provide an explanation.

Advance guidance and support for each step of the process will also be strengthened. The related institutions plan to re-notify applicants in advance of key procedures, such as sending links for household-member consent and encouraging completion of consent to the provision of information for the household income review, through channels including AlimTalk and text messages. They will also expand servers to prepare for concentrated web traffic during the review period and increase the number of counseling staff at the Korea Inclusive Finance Agency call center to respond quickly to applicant inquiries.

Meanwhile, the government’s proposed 2027 budget, which would expand eligibility for Youth Future Savings to all young people and raise the preferential government contribution rate from the current 12 percent to 15 percent, and to 25 percent for those working at regional SMEs, has been submitted to the National Assembly. If this budget is finalized through the National Assembly’s budget deliberation, the raised preferential contributions will also be paid retroactively to existing Youth Future Savings participants, and the expansion of eligibility will apply from the 2027 enrollment onward following the National Assembly’s approval. A third round of enrollment, should the budget be finalized, will proceed after institutional adjustments including revisions to the enrollment review system and to the Restriction of Special Taxation Act and its enforcement rules.
Detailed procedures, including specific application methods and the switchover process, will be announced in more detail before the start of the second enrollment period. Details on eligibility requirements can be found on the Youth Future Savings web page, and further information is available through the Korea Inclusive Finance Agency call center (1397, with no area code).
