Incheon Launches Special Drive on Overdue Local Taxes… Compassion for Hardship Cases, Zero Tolerance for Habitual Evaders

Special collection period to run through year-end, with 134 arrears-management staff deployed for a two-track approach

The city of Incheon will operate a special collection period for overdue local taxes from this month through the end of the year. Under a two-track approach, the city will help taxpayers in financial hardship get back on their feet through installment plans and welfare referrals, while carrying out forceful enforcement against high-value and habitual delinquents who can afford to pay but choose to dodge their taxes.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that, in order to secure stable local finances and realize tax justice, it will operate the 2026 Second-Half Special Collection Period for Overdue Local Taxes from this month through the end of the year.

The special drive follows a two-track strategy: showing consideration for vulnerable residents whose ability to pay has been eroded by the economic downturn, high interest rates and rising prices, while imposing forceful enforcement on high-value and habitual delinquents who deliberately evade taxes despite being able to pay. The aim is to ensure fairness by distinguishing between residents who faithfully pay their taxes and those who do not.

At the core of the effort are the 134 members of the Local Tax Arrears Management Team, launched this past July. They conduct phone outreach and on-site field surveys of small-sum and hardship-related delinquents to gain a precise picture of their actual ability to pay and their living conditions. Where the surveys reveal genuine financial hardship, the city pursues tailored collection measures such as installment payments and, when necessary, links delinquents to welfare services to support a real fresh start. The approach goes beyond mere collection to examine the financial difficulties underlying the arrears.

By contrast, a zero-tolerance principle is applied to high-value and habitual delinquents. The city plans to sharply strengthen field surveys of their residences and business premises and to track down even delinquents living in other regions to the end, in order to raise the collection rate.

Enforcement against vehicle-related arrears will also be reinforced. On September 9, the city, along with its districts and counties, will hold a Joint Seizure Day targeting vehicles with unpaid automobile taxes, and from September through October it will intensively carry out nighttime wheel-locking and forced towing.

Measures to encourage voluntary payment will proceed in parallel. The city will strengthen payment guidance through arrears notices and KakaoTalk alert messages, and will actively provide installment-payment counseling tailored to each delinquent’s financial circumstances.

Because local taxes are a key source of funding that underpins residents’ welfare and safety, reducing arrears translates directly into stable administrative services. Kim Beom-su, Incheon’s fiscal planning officer, said, ‘Local taxes are a precious source of revenue that supports administrative services such as residents’ welfare and safety,’ adding, ‘We will strengthen arrears-collection activities in the second half so that honest taxpayers are not disadvantaged, effectively reduce the amount owed, and work even harder to secure stable local finances.’
