The Incheon Metropolitan Government (Mayor Park Chan-dae) will operate its ‘2026 Chuseok Holiday Comprehensive Convenience Plan for Residents’ over the four-day Chuseok holiday from Sept. 24 to 27, bringing together transport, healthcare, grave visits, the local economy and cultural information. The city said it designed the plan so that residents can feel the benefits firsthand, gathering in one place all the information and practical benefits needed during the holiday, from getting around to holiday shopping.

The Incheon Metropolitan Government will activate 15 situation teams and an emergency response system from midnight on Sept. 24 through midnight on Sept. 27, the Chuseok holiday, and will carry out measures across 12 sectors closely tied to residents’ daily lives. Related convenience information and benefits will be provided through the Incheon city website and the 120 Incheon Call Center, among other channels.
A distinctive feature of this plan is that, rather than listing administrative achievements, it arranges conveniences to help residents at the moments they actually need them. The measures address, sector by sector, the recurring annual inconveniences of holiday travel to and from hometowns, sudden demand for medical care during the holiday, congestion among those visiting family graves, and the cost of holiday shopping.
In the transport sector, express buses, intercity buses and ferries will run more frequently and with added services to meet the increased travel demand for hometown trips and grave visits, while the urban railway will extend late-night operations. In particular, to ease residents’ transport costs, tolls on the Wonjeoksan Tunnel, the Manwolsan Tunnel and the Cheongna Haneul Bridge will be waived from midnight on Sept. 24 through midnight on Sept. 27. By opening sections that normally charge tolls free of charge throughout the holiday, the measure is expected to meaningfully reduce costs for holidaymakers and grave visitors who travel frequently within the city.
Support for grave visitors has also been arranged. A shuttle bus will operate at Incheon Family Park on Sept. 25, and a temporary parking lot will be set up at the Jeil High School athletic field from Sept. 24 to 26 to ease travel and parking. Incheon Family Park will operate normally, but online memorial services will run in parallel to disperse visitors and relieve on-site congestion.
An emergency medical care system will also be activated to prevent gaps in healthcare. A total of 26 facilities — 21 emergency medical institutions and 5 emergency medical facilities — will maintain 24-hour emergency room operations, and information will be provided on hospitals, clinics and pharmacies that are open, including 35 public late-night pharmacies. The aim is to reduce the frustration of searching for open facilities during the holiday and to help residents access the medical services they need in time.
In the local economy sector, a range of tangible benefits will be offered. At ‘good-price’ establishments, paying 10,000 won or more with a domestic credit card will earn a benefit worth 2,000 won, along with a customer-review event. From Sept. 16 to 20, the discount rate on digital Onnuri gift certificates will be raised to 10% and the discounted purchase limit will be increased by 200,000 won to 1.2 million won. From Sept. 18 to 30, through an Incheon Love gift-certificate event, paying with Incheon e-eum at affiliated stores with annual sales of 3 billion won or less will earn 10% cashback within a monthly limit of 1 million won, with 15% cashback applied at affiliated stores in population-declining areas such as Ganghwa-gun and Ongjin-gun. In addition, discount coupons for premium products will be offered at the ‘Incheon Jikgu’ online special sale, and holiday goods will be sold at a discount through the special exhibition at Incheon’s ‘Deodamji’ stores.
Traditional-market convenience will also be enhanced. The city will temporarily allow stopping and parking on 22 roads near traditional markets to make shopping easier, while excluding sections near firefighting facilities or those that impede traffic safety. To stabilize prices and foster a reassuring consumption environment, the city will inspect price trends and country-of-origin labeling for holiday seasonal goods and will disclose price information for 63 items closely tied to residents’ daily lives.
Information on holiday attractions and activities will also be provided. Details on various cultural events will be offered through the Incheon Foundation for Arts and Culture website, along with exhibition and operating information for four museums and the Songam Art Museum, among others.
Incheon Mayor Park Chan-dae said, ‘This Chuseok holiday plan was designed so that residents can easily check the information they need during the holiday — on travel, healthcare, grave visits, shopping and cultural life — and feel the practical benefits firsthand.’ He added, ‘We will provide complete guidance on holiday conveniences and benefits through the Incheon city website and the 120 Incheon Call Center so that residents can enjoy a comfortable and safe holiday.’
