Life After PBS Abolition… Vice Minister Koo Hyuk-chae of MSIT Strengthens Communication with Research Community

Attends labor-management communication workshop of the public science and technology research union… Explains Post-PBS policy direction and listens to field concerns

Posted Article No. 59249

Koo Hyuk-chae, First Vice Minister of the Ministry of Science and ICT (MSIT; Deputy Prime Minister and Minister of Science and ICT Bae Kyung-hoon), attended a labor-management communication workshop hosted by the National Union of Public Science and Technology Research Workers, held on September 17 at the Lotte City Hotel in Seoul. The event was arranged for the vice minister to personally explain the policy direction following the abolition of the Project-Based System (PBS), which has been in place for more than 30 years, and to hear the concerns and suggestions of the research community.

The workshop was organized by the National Union of Public Science and Technology Research Workers to discuss key issues facing the science and technology research field through labor-management communication. At the meeting, Vice Minister Koo listened to the views of researchers at government-funded research institutes on matters such as securing research and development (R&D) funding and reforming the evaluation and compensation system in the wake of PBS abolition, and exchanged a range of opinions with the institutes’ labor and management on the direction the Post-PBS policy should take.

Under the PBS, researchers had to secure external projects to cover their own labor costs, a structure that has long been criticized for making it difficult for researchers to focus on their work with stability. The government has confirmed the abolition of the PBS as a national policy task (innovating the financial structure of government-funded science and technology research institutes on the basis of autonomy, expertise, and performance), and is pursuing the creation of an environment conducive to research immersion, including stable labor cost support and the specialization of common administrative functions.

In parallel, MSIT is refining and advancing its policies for fostering government-funded research institutes in order to shift toward a mission- and performance-oriented research and management system, including the establishment of strategic research projects and the reform of a performance-centered evaluation and compensation system. The ministry is working to minimize the uncertainty in the field that may arise during the transition and to swiftly prepare detailed implementation plans so the new system can take root, while also continuously strengthening communication with the field.

In fact, MSIT has recently visited all 23 research institutes in person to conduct on-site policy briefing sessions for government-funded research institutes, directly explaining issues that draw many inquiries from the field, such as setting core missions, preparing mid- to long-term R&D portfolios, reforming the compensation system toward a performance-centered approach, and criteria for exceptional contract research. The aim is not merely to convey the intent of the policy in a one-way manner, but to confirm how the system actually operates in the field and to supplement it where necessary.

First Vice Minister Koo Hyuk-chae of MSIT said, ‘The purpose of abolishing the PBS is to provide stable labor cost support so that researchers can focus on their work with greater stability, and, on that foundation, to help government-funded research institutes grow into the nation’s flagship research institutions.’ He added, ‘Because this is a system that has lasted for more than 30 years, there may be many questions and opinions from the field during the transition to a new research system, and we will continuously check how the system actually works in the field and supplement the parts that need improvement.’
