Incheon Installs ‘Nudge Design’ at Airport Railroad Station to Prevent Luggage Falls on Escalators

A citizen-participation campaign for 'Incheon, a City Where Travel Is Safe,' aimed at Chuseok holiday and World Korean Business Convention visitors

Ahead of the Chuseok holiday and the 24th World Korean Business Convention, the Incheon Metropolitan Government (Mayor Park Chan-dae) is launching a citizen-participation campaign at Incheon Airport Terminal 2 Station on the Airport Railroad to prevent accidents caused by luggage falling on escalators. Rather than relying on regulation or enforcement, the city has adopted a ‘nudge’ strategy designed to encourage safe behavior naturally.

The Incheon Metropolitan Government announced that it will carry out the ‘Incheon, a City Where Travel Is Safe’ citizen-participation campaign during the Chuseok holiday, which runs from September 24 to 27, and the 24th World Korean Business Convention, held in Incheon from September 28 to 30. The campaign is set at Incheon Airport Terminal 2 Station on the Airport Railroad, where large numbers of domestic and international visitors pass through.

The campaign focuses on preventing the recent rise in accidents caused by luggage falling on escalators. It reflects the concern that the risk of such accidents increases during periods when travelers carrying suitcases surge. When a heavy suitcase tumbles down an escalator, passengers standing behind can be seriously injured, making prevention essential.

What stands out is the approach. Instead of restricting behavior through signs or control staff, Incheon has introduced a ‘nudge’ strategy that uses design to naturally guide people toward the right actions. A nudge refers to a gentle intervention — rather than coercion — that prompts people to make wise choices on their own.

Specifically, on the upward escalator running from the third basement level to the first basement level of Incheon Airport Terminal 2 Station, the design shows a suitcase placed in front of the traveler’s feet, while on the downward escalator running from the first basement level to the third basement level, it shows a suitcase placed behind the feet. Simply by following the guidance drawn on the steps and positioning their luggage accordingly, passengers naturally put fall-prevention rules into practice.

Alongside this, Incheon plans to produce videos and posters featuring proper rules for moving luggage on escalators and to broadcast them through the city’s official social media channels (SNS) and video displays inside the Airport Railroad. In this way, the city aims to spread safety guidelines widely, reaching not only on-site visitors but also online audiences.

The campaign is expected to provide visitors to Incheon with the practical benefit of accident prevention, while also creating an impression of a ‘safe city’ at Incheon’s gateway during the holiday season and an international event.

Park Rok-sam, spokesperson for the city, said, ‘We prepared this campaign to give visitors from around the world the image of a city that places the highest priority on safety,’ adding, ‘We plan to continue pursuing creative city-brand campaigns that resonate with citizens and enable two-way communication.’
