Yeongjong-gu District in Incheon (Mayor Son Hwa-jeong) is moving forward with “cleanup of abandoned waste,” Mayor Son’s top campaign pledge unveiled with the launch of the ninth popularly elected local government, and has begun building an inter-agency cooperation system to resolve the abandoned waste problem within the district.

Yeongjong-gu District announced on the 13th that it held a “working-level meeting for the rapid cleanup of abandoned waste” on the 9th at the district office conference room with six agencies that manage major sites within the district — the Incheon Free Economic Zone Authority, the Korea Land and Housing Corporation (LH), the Incheon Metropolitan City Urban Development Corporation (iH), the Incheon International Airport Corporation, the Korea Asset Management Corporation, and the Office of Oceans and Fisheries. About 20 officials from seven agencies, including the Yeongjong-gu District Office, attended the meeting to discuss ways to resolve the abandoned waste problem.
The meeting was arranged to strengthen the newly established district’s initial response capacity following its launch on July 1, and is in line with Mayor Son’s strong commitment to cleaning up abandoned waste, which she has expressed around the time of her inauguration, saying, “The first four years since our launch will determine the next 40 years of Yeongjong’s future.”
The Yeongjong area has a structural characteristic in which Incheon International Airport, the free economic zone, and residential development districts are intertwined, so management responsibility is divided among multiple agencies. This has led to persistent criticism that administrative blind spots tend to form at the boundaries between areas managed by different agencies. To fundamentally address this structural limitation, the district decided to form a standing consultative body with the relevant agencies to establish a permanent channel of cooperation.
According to the working-level meeting, as of July 1 this year, a total of 39 sites of abandoned waste were identified within the district — eight in the Midan City area, 17 in the Haneuldosi (Sky City) area, 11 in the Unseo area, and three in the Yongyu area. The district decided to build a close-knit cooperation system targeting these sites to speed up cleanup.
Specifically, the district strongly requested that the relevant agencies complete the cleanup of nine cases of abandoned waste on sites owned and managed by each agency by July 30.
In addition, the district plans to respond firmly to the 30 cases of abandoned waste remaining on private land owned by individuals and corporations, through cleanliness maintenance orders and administrative vicarious execution.
In particular, to bring about swift change that residents can feel, the district has set a goal of completing the cleanup by October, and decided to shorten the administrative procedure period — which typically takes six to eight months — to a minimum of three months to speed up the process.
Mayor Son Hwa-jeong said, “A clean urban environment is the most basic administrative service directly linked to residents’ quality of life. We will continue to pursue field-oriented administration so that we can quickly resolve the abandoned waste problem and ensure that all residents can feel the benefit of a clean living environment.”
