The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will conduct the 2026 Comprehensive Inspection of Surveying Firms’ Registration Standards from August 10 to October 30, targeting 103 surveying firms registered in the region, in order to establish sound order in the surveying industry and prevent faulty surveying.
Surveying is a foundational task that determines land boundaries and areas as well as the location of buildings, and when its results are faulty, it can lead directly to harm in citizens’ lives, such as property rights disputes or construction errors. This inspection is being carried out to clearly verify whether surveying firms within the jurisdiction meet the legal registration standards and fulfill their statutory obligations, thereby blocking such faulty surveying in advance.
The inspection covers a total of 103 surveying firms registered in Incheon. By type of business, these comprise 55 general surveying firms, 35 public surveying firms, 11 cadastral surveying firms, and 2 performance inspection agencies.
The inspection is divided into two stages. For efficiency, Incheon first plans to conduct a document review, and then carry out on-site inspections focused on firms found to have inappropriate items in the document review as well as firms subject to annual inspection, thereby enhancing effectiveness.
The main items to be inspected include whether technical personnel are working on a permanent basis and whether they hold overlapping employment, whether performance inspections of surveying equipment are carried out on schedule, whether registration standards such as office facilities are met, and whether changes to the office location and registered details have been reported as required.
This is not the first such inspection. According to Incheon, over the past three years a total of 291 firms were inspected, and 22 inappropriate cases were identified at 17 firms. The main types of violations were failure to report an office relocation and delayed or missing reports on technical personnel. The city plans to focus this year’s inspection on such recurring violations as well.
Measures based on the inspection results will also be applied differently according to the severity of the violation. Incheon plans to have minor violations corrected on the spot, while imposing strict administrative measures such as registration revocation or business suspension in accordance with the relevant laws on firms found to have serious legal violations, such as failing to meet registration standards or failing to report changes.
Seo Jeong-ha, head of the city’s Land Information Division, said, ‘We will thoroughly inspect compliance with surveying firms’ registration standards to create a surveying environment that citizens can trust,’ adding, ‘By continuously managing recurring violations, we will enhance the public value and reliability of the surveying industry.’
