The Incheon Metropolitan Government is conducting a resident survey through September 6 to reflect citizens’ voices in its 2040 Incheon Metropolitan City Parks and Green Space Master Plan Revision. By directly gathering feedback on park usage and policy needs, the city aims to shape the direction of its parks and green space policy for the next five years together with its residents.

The Incheon Metropolitan Government (Mayor Park Chan-dae) announced that it will conduct a resident survey through September 6 to assess how citizens use parks and to gather policy demands for reflection in the 2040 Incheon Metropolitan City Parks and Green Space Master Plan Revision.
The parks and green space master plan is a statutory plan whose feasibility is reviewed and revised every five years under Article 10 of the Act on Urban Parks, Green Areas, etc. The city decided to redraw its existing plan, established in 2022, to reflect conditions that have changed over the past five years, including administrative district reorganization and the growing need to respond to the climate crisis. This survey marks the first step in that process, intended both to identify the park usage and improvement needs that citizens actually experience and to incorporate the policy direction of the ninth popularly elected administration.
The survey targets Incheon residents aged 14 and older, with a target of 1,000 respondents. It consists of a total of 23 questions, including general information about respondents, and takes about three minutes to complete. The questions cover current park usage and satisfaction, demand for improvements to existing parks, priority values in parks and green space policy, investment direction, and approaches to management and citizen participation. Rather than serving as a simple satisfaction survey, it is structured to examine overall neighborhood park policy, asking about budget spending priorities and methods of citizen participation as well.
The survey is being conducted in two formats: 80 percent online and 20 percent on paper. The online survey is being publicized through a banner on the Incheon Metropolitan Government website (Citizen Participation Notice) and through individual notification services such as text messages and KakaoTalk, and citizens can also take part via a dedicated access link (https://moaform.com/q/EPrgrY) or a QR code. To boost the response rate, the city will provide convenience store mobile coupons as a token of appreciation to 200 participating citizens selected by lottery.
After reflecting the survey results in the establishment of the draft basic concept for the parks and green space master plan, the city plans to gather opinions from relevant departments, resident public hearings, and the city council, and to undergo advisory review by the Urban Parks Committee and deliberation by the Urban Planning Committee, before finalizing and announcing the 2040 Incheon Metropolitan City Parks and Green Space Master Plan (Revision) by May 2027.
As demand grows for urban spaces where people want to walk and linger, this survey holds significance in that citizens take part directly from the earliest stage of policy formulation. Yoo Kwang-jo, director general of the city’s Urban Balance Bureau, said, ‘This survey is the first step toward accurately reflecting in our parks and green space policy the changes in citizens’ lives and needs over the past five years,’ adding, ‘We will incorporate citizens’ voices into the 2040 Parks and Green Space Master Plan (Revision) so that every corner of Incheon can be reborn as a green city where people want to walk and want to stay.’
