Ganghwa-gun (Mayor Park Yong-cheol) announced that it successfully concluded the ‘2026 Ulchi Exercise’, held over four days and three nights from the 18th to the 21st. The exercise focused on reviewing each agency’s task-performance procedures in preparation for wartime and national emergencies, and on enhancing real-world response capabilities.

Ganghwa-gun carried out and completed the ‘2026 Ulchi Exercise’ over four days and three nights from the 18th to the 21st. The exercise was designed to prepare for the rapidly shifting security environment and complex disaster scenarios of recent times, placing emphasis on reviewing each agency’s task-performance procedures in the event of war or a national emergency and on strengthening real-world response capabilities.
This exercise was particularly meaningful in that it went beyond confirming administrative procedures on paper and was instead conducted as an integrated defense drill centered on the field, assuming actual situations. Throughout the exercise period, Ganghwa-gun reviewed its emergency-preparedness posture based on a cooperative system spanning the civil, government, military, police and fire sectors, with participation from related organizations including military units, the police station, the fire station and multi-use facilities.

The main drills consisted of practicing wartime transition procedures, live counter-terrorism drills at major multi-use facilities, evacuation drills for residents and public offices in areas adjacent to the front line, and discussions of pressing wartime issues. Given Ganghwa-gun’s geographical characteristics as a border region, the evacuation drills for residents and public offices draw attention as procedures directly tied to residents’ safety in an actual crisis.

Ganghwa-gun Mayor Park Yong-cheol said, ‘This Ulchi Exercise served as an occasion for all staff to once again recognize the importance of an emergency-preparedness posture and to become thoroughly familiar with their respective duties,’ adding, ‘I am grateful to the staff who took part in the training as if it were real despite their busy schedules, and to all the officials from the military, police, fire services and related agencies who cooperated so actively.’ He continued, ‘We will continue to maintain a thorough emergency-preparedness posture at all times and do our utmost to protect the lives and safety of residents under any crisis situation.’
Based on the results of this Ulchi Exercise, Ganghwa-gun plans to closely analyze any shortcomings and supplement its crisis-response manuals. Through this, the county aims to build an effective emergency-preparedness system together with its residents.
