The Public Procurement Service (PPS), led by Commissioner Baek Seung-bo, is pushing a livelihood-support measure to pay construction costs ahead of the Chuseok holiday at sites it directly manages, while intensively checking whether workers wages have gone unpaid. The move is intended to ease the burden on construction and subcontracting firms facing cash shortages ahead of the holiday, as well as on-site workers, amid a prolonged slump in the construction sector.

The PPS said it will pay construction costs early, before the Chuseok holiday, at sites it directly manages through its tailored facility-construction service.

The PPS currently oversees 27 sites in total, worth about 1.4 trillion won. Of these, some 54.1 billion won in construction payments will be disbursed at 24 sites before the holiday. Whether cash is circulating ahead of the holiday is directly tied to the livelihoods not only of construction firms and subcontractors but also of the material and equipment suppliers who deal with them and of on-site workers, which is why this early payment carries significant weight.
To this end, the PPS will swiftly complete progress inspections from August 26 to September 18. In particular, it plans to focus on checking whether the disbursed funds have flowed properly all the way to material and equipment suppliers and on-site workers, rather than stopping at the prime contractor. The measure is seen as reflecting concern that, if payments remain with upper-tier firms, the workers and small businesses facing the holiday may not actually benefit.

If violations such as delayed or non-payment are identified during the inspections, the PPS will order immediate corrective action, and if these are not carried out, it will respond firmly in accordance with the relevant laws.

Lim Byeong-cheol, director-general of the Facility Projects Bureau, said, ‘With the construction slump dragging on, we will work to minimize the cash-flow difficulties of construction firms and subcontractors ahead of Chuseok, while thoroughly checking that payments to material and equipment suppliers and the wages of on-site workers are not left unpaid.’
