Three agenda items on intellectual property, standards and supply chains discussed in Chapel Hill... Korea shares its experience

Posted Article No. 56861

The Ministry of Trade, Industry and Energy (Minister Kim Jung-kwan) discussed measures for international cooperation aimed at translating artificial intelligence (AI) innovation into industrial competitiveness. On September 2 (local time), Minister Kim attended the 2026 G20 Innovation Ministers’ Meeting held in Chapel Hill, North Carolina, in the United States, as the head of the Korean delegation, and called for the need for multilateral cooperation spanning intellectual property, standards and supply chains.

This year’s meeting was hosted by the United States, the G20 chair country for 2026, and brought together ministers in charge of industry and innovation from member states. The agenda comprised three items: intellectual property policy for AI; AI for standards and standards for AI; and industrial innovation and supply chain investment. With AI rapidly transforming research and development, creative work and industrial production as a whole, how each country aligns its institutional responses was a key focus of interest.

The morning session was held under the theme of intellectual property policy for AI. Discussions covered the balance between AI innovation and the protection of intellectual property rights, as well as the direction in which the patent and copyright systems should evolve as the use of AI expands. Minister Kim stressed that, as AI rapidly changes the ways in which research and development, creative work and innovation are carried out, these systems should evolve so that intellectual property rights and AI innovation mutually reinforce one another.

In the field of patents, he noted that the growing use of AI is broadening opportunities to take part in innovation, and therefore underscored the importance of a trustworthy patent system to support this. In the field of copyright, he shared Korea’s experience in applying the principle of fair use and in operating guidelines related to AI training. Whether a use qualifies as fair use is judged on a case-by-case basis against four factors: the purpose and character of the use; the type and purpose of the work; the proportion and significance of the portion used; and the effect on the market and value of the work. Minister Kim stated that it is important to create a predictable environment for AI innovation while respecting the legitimate rights of creators.

The afternoon session addressed standards for the industrial use of AI as well as the resilience and diversification of supply chains. On AI standards, Minister Kim emphasized the importance of establishing standards that reflect the needs of industrial sites and hands-on experience of their use, and he explained Korea’s experience in supporting the identification and development of AI standards based on industry participation in key sectors such as autonomous manufacturing, AI-powered future mobility and robotics. He also noted that, as AI technologies and services spread across borders, international cooperation is needed to enhance interoperability and reliability among technologies and systems, and said Korea would continue to contribute to the establishment of international standards, drawing on its experience of actively taking part in international AI standards discussions at bodies such as the ISO and IEC.

In the area of supply chains, it was emphasized that, amid growing complexity in global supply chains, AI and manufacturing innovation can contribute to strengthening supply chain resilience. Minister Kim shared the case of Korea’s Manufacturing AI transformation (M.AX) initiative, explaining that using AI in areas such as production planning, demand forecasting and supply chain management can enhance companies’ ability to respond to change as well as the efficiency and flexibility of supply chains. He added that such efforts can go beyond improving the productivity of individual companies to strengthen the crisis-response capacity of entire global production networks and create new opportunities for cooperation.

He further stressed that, to strengthen supply chain resilience, it is important to diversify sources of supply while connecting the industrial strengths of different countries and expanding trust-based partnerships in the fields of key resources, materials and components. He then proposed that the G20 play an important role in building open and mutually complementary global supply chains based on the industrial capabilities of each country.

Minister Kim said, ‘For AI innovation to translate into real industrial competitiveness, not only the advancement of the technology itself but also the intellectual property systems, standards and resilient supply chains that support it must develop together,’ adding, ‘Korea, too, will actively cooperate with G20 member states based on its experience in the field of industry.’
