Real estate project financing (PF) sites that have stalled or slowed due to funding shortfalls and weak business viability will be converted into purchase-and-lease housing operated by the Korea Land and Housing Corporation (LH). The Ministry of Land, Infrastructure and Transport, the Financial Services Commission, LH and the Financial Supervisory Service announced that they are pushing the initiative in earnest as a follow-up to the 「Housing Rapid Supply Measures」 (Aug. 13).

The Ministry of Land, Infrastructure and Transport (Minister Kim Yoon-deok), the Financial Services Commission (Chairman Lee Eok-won), the Korea Land and Housing Corporation (LH) and the Financial Supervisory Service are stepping up an initiative to convert PF project sites in prime locations that have stalled over funding and viability problems into LH purchase-and-lease housing. By supplying housing quickly while easing the burden of unsold units on developers and restarting halted projects, the approach aims to address housing supply and PF normalization at the same time.
The four institutions will hold a meeting of relevant agencies on August 27 to review progress to date and to discuss ways of regularizing inter-agency cooperation to support the conversion of PF sites into LH purchase-and-lease housing. The cooperation has been under way since 2025. Under the arrangement, the FSC and FSS provide the Land Ministry and LH with information on sites willing to take part in purchase-and-lease, and LH then reviews viable sites and notifies developers through the FSS and other channels. Once a developer confirms its intention to sell, LH concludes a purchase agreement following deliberation. Last year, purchase agreements were signed for 12 sites totaling 2,600 units. Through this, the financial sector was able to normalize troubled sites and strengthen soundness, while delayed sites achieved a swift conversion into actual housing.

Building on last year’s pilot results, the government is broadening both the scope and the methods this year. First, it is expanding the eligible sites: whereas the program was limited last year to sites where distress had already emerged, it will now include sites that are progressing normally. Sites at risk of delaying groundbreaking due to slow funding will also be considered. The purchase types are being expanded as well, adding acquisition of existing buildings to new-build purchase agreements, so that sites already completed or nearing completion also become eligible.
Incentives have grown too. Under the 「Housing Rapid Supply Measures」, the acquisition tax reduction rate on land and buildings for new-build purchase developers will be raised from the current 15 percent to 70 percent through 2027, 50 percent in 2028, and 15 percent from 2029 onward. LH’s land acquisition support funding will be expanded from 70 percent of the land cost to up to 80 percent, and for regulated areas in the metropolitan region the cost method will also be applied so that rising construction costs are reflected in the purchase price. The government expects this expanded support to further increase demand for converting PF sites into purchase-and-lease housing.

The FSS and LH have conducted an initial review of viable sites in light of factors such as location and rental demand, and are currently confirming developers’ intentions to sell at those sites. Sites that are submitted will go through purchase deliberation and are planned to lead to new-build purchase agreements or existing-building acquisitions within the year. LH will take part in a briefing on the sale of distressed PF sites to be held at the Financial Supervisory Service on September 15, 2026, where it will explain the purchase-and-lease program and offer on-site consultations to interested developers.

Housing secured in this way is located in urban centers such as areas near metropolitan transit stations and is either newly built or only recently completed, so it is expected to provide quality homes to young people and newlyweds at rents below market rates. It offers well-located homes to genuine end-users while giving developers a way to ease the burden of unsold units by fixing a buyer and price after completion. Through this, developers can move up their funding and groundbreaking timelines.
Cho Sung-tae, director of the Housing Welfare Support Division at the Ministry of Land, Infrastructure and Transport, said, ‘PF sites are the resource that can most quickly become homes,’ adding, ‘We will make active use of purchase-and-lease so that stalled sites become homes for young people and newlyweds.’ Kwon Yu-i, director of the Financial Policy Division at the Financial Services Commission, said, ‘This cooperation is an attempt to solve two tasks at once—a soft landing for real estate PF and the promotion of housing supply,’ adding, ‘We will continue inter-agency cooperation so that finance actively supports the supply of housing that people can actually live in.’
