SCB, a Credit Rating System for Small Business Owners, to Roll Out at 16 Banks from Late August

Assesses future growth potential using non-financial data such as sales and commercial-district information; to be applied to 2.2 trillion won in loans

Posted Article No. 53524

The Financial Services Commission (FSC) will phase in a dedicated credit rating system (SCB) reflecting the future growth potential of small business owners across the banking sector starting in late August. The key aim is to allow small business owners, long excluded from mainstream finance due to thin credit histories, to have their growth potential recognized in loan screening based on non-financial information such as sales and commercial-district data.

On July 27, the Financial Services Commission held a meeting of the credit infrastructure subcommittee of the Inclusive Finance Strategy Task Force and the 7th Credit Rating System Reform Task Force (T/F), chaired by Secretary General Shin Jin-chang, to review preparations for introducing the dedicated credit rating system for small business owners (SCB) into the banking sector. The meeting was attended by related agencies, experts and consumer groups, who exchanged their views.

SCB is a model that evaluates the future growth potential of small business owners using non-financial information such as sales figures and commercial-district data, rather than financial statements or past credit histories. After announcing the introduction plan at the 3rd Credit Rating System Reform T/F on April 9, the FSC developed detailed implementation measures through working-level consultations with the Ministry of SMEs and Startups, the Korea Federation of Credit Guarantee Foundations, Seoul Guarantee Insurance, the banking sector, credit information companies and the Korea Credit Information Services. Because conventional evaluations centered on collateral and credit scores raised loan barriers highest for the small business owners in the greatest financial difficulty, the introduction of SCB, which factors growth potential into the assessment, carries significance in widening their access to financing.

First, the number of banks taking part in the pilot operation has increased substantially, with a total of 16 banks set to apply SCB to 2.2 trillion won in business loans. The pilot will begin sequentially from late August, depending on each bank’s state of readiness. Seven banks — IBK, Shinhan, KB Kookmin, Woori, NH Nonghyup, Hana and Jeju — will start operations first from late August, while nine others — K Bank, KakaoBank, Toss Bank, Suhyup, iM Bank, Busan, Kyongnam, Gwangju and Jeonbuk — will join during the second half of the year.

SCB will also be used for the Sait-dol loan program dedicated to individual business owners. In its April 27 plan to boost mid-rate lending, the FSC unveiled plans to introduce a dedicated Sait-dol loan reflecting the characteristics of individual business owners, such as their industry, years in business and sales, and is preparing to launch it in October. Compared with the existing Sait-dol loan, this product raises the loan limit from 20 million won to 30 million won and expands the annual supply from 100 billion won to a maximum of 150 billion won. Industry discussions are also under way on applying SCB growth grades to grant benefits such as preferential interest rates to mid-credit individual business owners with growth potential.

From 2027, SCB will be extended to the guarantee screening and evaluation conducted by regional credit guarantee foundations. These foundations are preparing to overhaul their screening systems to diversify evaluation criteria by adding non-financial information, such as commercial-district data, to their existing assessments centered on financial soundness and creditworthiness, and plan to reflect SCB in various ways through procedures such as incorporating it into the systems of the Korea Federation of Credit Guarantee Foundations.

Related regulations will also be updated so that the financial sector can make smooth use of SCB. Amendments to the 「Regulation on Supervision of Credit Information Business」 and the banking sector’s 「Guidelines for Credit Screening of Individual Business Loans」 are scheduled to be completed in August, and 「SCB Operation Guidelines」 stipulating procedures for using SCB and indemnity for officers and employees will also be prepared and distributed in August. These guidelines will include screening processes that grant preferential rates and limits to higher grades, as well as provisions exempting responsible officers and employees from liability when they have handled cases by making reasonable use of SCB grades. The intent is to support loan officers in actively extending funds on the basis of growth-potential assessments.

Secretary General Shin Jin-chang said, ‘Inclusive finance is a key mechanism that goes beyond supporting the socially vulnerable to expand opportunities for innovation and growth and underpin the sustainable growth of our economy,’ adding that ‘the dedicated credit rating system for small business owners (SCB), which uses AI to reflect their future growth potential in credit evaluation, points the way toward a shift in the financial paradigm that realizes both inclusion and innovation.’ He went on to stress, ‘We will continue to incorporate views from the field and advance the system so that SCB spreads stably beyond the banking sector to the entire financial industry, allowing more small business owners to gain opportunities for growth.’
