Science Ministry Begins First Review of Large-Scale ‘Infrastructure-Type R&D Projects’

Customized pre-screening kicks into gear after abolition of preliminary feasibility study… five projects including AI hub and aircraft engine selected

Posted Article No. 57288

The Ministry of Science and ICT (Deputy Prime Minister and Minister Bae Kyung-hoon) convened the first review committee for infrastructure-type research and development projects on September 4 and selected five projects for project-implementation review. The move marks the full-scale launch of the customized pre-screening system, a new mechanism for large-scale research and development (R&D) introduced after the preliminary feasibility study was abolished for the first time in 18 years.

The Ministry of Science and ICT announced that it held the 2026 First Review Committee for Infrastructure-Type R&D Projects on September 4, chaired by Park In-kyu, head of the Office of Science, Technology and Innovation, and confirmed five projects as the subjects of this year’s first project-implementation review.

Earlier this year, the government abolished the preliminary feasibility study for national R&D projects for the first time in 18 years, switching to a customized pre-screening system grounded in the Framework Act on Science and Technology. In particular, so-called infrastructure-type R&D projects — those involving the construction of large-scale research facilities and equipment worth 100 billion won or more, the development of research complexes, or systems development in the space sector — require systematic management, and thus will undergo phased reviews spanning the entire project life cycle from the outset. This review committee serves as the top decision-making body that deliberates and resolves the overall operation of the system, including the selection of review subjects and the confirmation of results for such infrastructure-type projects. Its formation was completed in May with the appointment of civilian members.

At this meeting, the committee selected five projects judged to have sufficiently met the requirements and grounds needed for the project-implementation review — the first gateway of the full-cycle review — thereby signaling the system’s full-scale operation.

The selected projects span a wide range of fields. The National Science and Technology Information AI and Computing Hub Center Construction Project aims to build a facility that integrally operates science and technology information infrastructure supporting computing, artificial intelligence (AI), and research data utilization, thereby underpinning innovation in AI convergence research. The AI Mobility Comprehensive Demonstration Complex Project seeks to establish a development environment and demonstration base to dramatically shorten the development and mass-production periods of software-defined vehicles (SDVs), accelerating the domestic automotive industry ecosystem’s transition to SDVs and securing global-level reliability at an early stage.

The Advanced Aircraft Engine Localization Technology Development Project (K-ENGINE) is a project to secure independent development capabilities by establishing a full-cycle engine development system for next-generation aircraft and beyond; it plans to secure core materials, parts, and equipment technologies while linking the developed materials and parts to engine development. The Radar Space Surveillance System will build a radar surveillance system that detects space objects over the Korean Peninsula in all weather conditions, preventing space risks such as collisions between space objects and atmospheric re-entry and fall, and laying the groundwork for producing and utilizing independent space surveillance information.

The projects selected for review will be examined in depth over roughly the next eight months by expert review teams composed of specialists in each field. Unlike the previous preliminary feasibility study, more than three months of in-depth review by subcommittee — including two to three days of intensive on-site examination — will closely scrutinize project plans and technology readiness, while opportunities for communication between the sponsoring ministries and the review teams will be more than doubled compared with the preliminary feasibility study. The aim is to maintain procedural rigor while strengthening consultation with ministries so that key national projects can proceed on time.

Park In-kyu, head of the Office of Science, Technology and Innovation, said, ‘For the first time in 18 years, the preliminary feasibility study has been abolished, and the customized pre-screening system for large-scale R&D grounded in the Framework Act on Science and Technology has begun in earnest.’ He added, ‘Now that we have a systematic global-level R&D investment and management system in place, we will actively support key national projects so that they can be pursued in a timely manner and help our country leap forward as a leading nation in science and technology.’
